Black list is the list of patches the need not be installed. You can create a black list by creating a policy with the specified action for the patches.
If a particular patch in the selected baseline or profile is set with the policy component setting as Never for install action, then the patch will not be installed. If the patch is already installed, it will not be uninstalled or removed.
Black list option can be selected while creating a Baseline Analysis Report. You can select the black list either from the created policy or as a text file.
For example, the baseline A has patches X, Y and Z and the black list specifies only Y and Z, the system will be compliant as long as X is installed. Even if the patches Y and Z are installed, they are not recommended to be removed.
