To set this property
* in AM 7.1 or FAM/opensso server build 1 and earlier, you just edit AMConfig.properties
* in FAM/opensso server build 3 and later, the AMConfig.properties has been removed and instead you use the FAM/opensso console UI to edit the server's configuration. To edit this property, login to FAM/opensso console UI as amAdmin, click the configuration tab, then click the Sites and Servers tab and within that page look in the Servers list and click on the URL of the server you want to configure, then click the Security tab, and within the security tab page locate the Cookie property section and see the property name and value listed, now (it gets a bit tricky here) back near the top of the security tab page locate and click the button "Inheritance Settings", then on the Server Property Inheritence Settings page click the "Encode Coookie Value" property to dis-able it and set it to false, true so it is now Yes, now click "SAVE".

ANOTHER SOLUTION is to try to set a property on the agent. On the agent in the AMAgent.properties of the installed agent, try to set the following property to true
