- Diagnosability on configuration failures: if a service goes into maintenance
because of a setting/change managed by nwam, how will the user know?
- Auxiliary state info (might tie into solution for diagnosability feature)
- Ability to specify key slot when creating key, and/or associate with known wlan object
- Optimize check_conditions() logic so that it runs in response to events, rather than on
a timer
- Implicit conditions for locations, depending on contents: if a location's settings
specify dhcp for dns_config_src, location shouldn't be activated if we don't have dhcp

- Should be able to start up nwamadm interact session before the service is started, in
order to capture the events that happen on startup.
